Why are you assuming that PS3 owners even care that much about FPS games? So where are all these Sony FPS fans going to come from to buy Killzone 2? Remember that Resistence moved a lot of copies because it had the honour of being the only PS3 launch title that reviewers generally loved. Sony has a lot of big titles coming in 2008 so Killzone won't have that vacuum of quality games to work with. Sony consoles haven't been home to high FPS sales in the past and since they've lost a lot of their mainstream owners this generation, I wouldn't expect that to improve.
