This is true, that in their present form these titles would not be able to be made on the PS3. That is no different from stating that the bible, in its present form, could not be read in French, German, or Japanese. This, however, does not mean (though it does mean to imply) that they CANNOT be translated to a language that is preferencial to that console.
But there is something to the articles. In several interviews from ubisoft they have mentioned this power of the 360. This actually has to do with the difference in how the three cores versus the CELL works in each of their respective consoles. Whereas the CELL is 8 little chips working from a 9th, they don't do too much on their own. Each cell does minimal tasks while being orchestrated from a center leader. These little cells, while great at computing, are not as great at multitasking.
This is where the three cores of the 360 come in. Though most games don't take advantage of this key component of the 360's design, Ubisoft has decided to allow those cores to affect different aspects of gameplay, in this case crowd dynamic and reaction. So in that regard, no, the PS3 cannot directly run this unit. There would be a little more than translation, but this does not mean that an "interpretation" of it could not happen. But as many of us out there who like Anime you'll note...
