In the early days I really did think this would be a "War" now it is more a skirmish. A format will emerge more popular than the other but like you say it will be to late to really matter.
I suspect Bill is following his own agenda and keeping the war alive to give his dream of data on demand a chance for the infrastructure to support it.
If I had to choose though HD DVD would be the best choice for the consumer. No regional locks, less DRM, combo discs, cheaper hardware and discs (theorectical) would sway it for me.
The nail in both formats coffin was the lack of unilateral support from the movie houses.
