I suppose with Nintendo and Sony offering classic titles, Microsoft was bound to follow (if you can call last gen "classic" already). I wonder if this won't be seen as pointless though, given that they will be rather large downloads for games that can be found easily and at a cheap price. The only major benefit would be for games that have issues with the backwards compatibility on the 360.
I think it's way too pricey though. $15? You can grab games like Halo and Fable for $5-10 on ebay or at Gamestop. When companies try to sell you NES or PSone games, you at least get the added convenience of not having to have old systems hooked up. But why download games when you can just put the disc in? Will many people go for that idea? Personally I think it's a bit too pricey for what they're offering.
Also, X-box games can range in size from about 600megs to over 5 gigs (though most fall in between 2 and 3 gigs I believe). This rules out this service for those without the larger harddrives, including their new "Arcade" sku. Even the Premium/Pro will fill up fast with these, leaving it aimed mainly at the Elite.
