I would guess it is the other way around for the Orange Box on the 360/PS3. Here is a basic question: Look at the console sales in Europe and ask yourself: Do the European do really that less gaming? Europe and the US are not that far away (culture). It's just PC Gaming>Console gaming (Especially for FPS) in Europe, except UK and maybe France. Sony was the first to realize they don't sell console with FPS in Europe, but Racers and Casual Games (Sinstar, Buzz) will do the trick.
