The Wii is cheaper to develop for than other platforms (the basic dev kit was quite a bit cheaper than the 360 one, si I would assume the WiiWare dev kit would be even less than XBLA). I don't think that reliable numbers exist for comparing sales of Virtual Console games vs Live Arcade titles, so I can't being to guess which market is selling more.
