@Just_Ben, I haven't heard that GTA requires a hard drive as Microsoft has been trying to keep games from requiring a hard drive on the 360, but if someone is purchasing GTA on the 360, they most likely want to get the full experience by also getting the exclusive downloadable content for the 360 version coming out at a later time - meaning that a hard drive would be needed.
If Microsoft does cut the price of the Arcade to below the Wii's price, I don't think this will have much of an immmediate effect on the sales of the Wii, but could take some sales from the Wii over time - though Nintendo could probably cut the price by a little or add another color before the Arcade could start stealing a significant number of sales.
