At this point, I think it would be more likely for Microsoft to provide more value for the current price point rather than do a price cut while its still already under the PS3 price point. They could easily add a larger HDD or do a bundle to compete.
The role of GTA is a bit more complicated because of the exclusive content that will be offered for the 360. Personally, if I were to purchase GTA IV, I would look at the 360 version because of the ability to get the exclusive content down the line and have the 'full' experience.
