@apujanata, That logic is flawed. The numbers that site is quoting only represent the first two weeks of sales in Japan for the PS3 version of Bayonetta. See this Kotaku Japan game chart. It was knocked out of the top ten list its third week so sales were no longer reported. In other words, it looks like the site you linked to only lists the sales of a game during the period in which it was a top ten seller in Japan. Sales are clearly higher than 165k in Japan for the PS3, though by exactly how much would be a guess.
On the other hand, you are correct that the 1.1 million is the combined global units shipped. It states this clearly on the last page of SEGA's quarterly report.
