My attempt at fairness:
Freeze trading and call for a delisting and this starts a 1 week clock.
In that week players in the top 250 of SE can 'bid' on what they believe the 'final' value should be. This bid can only be + or - 20% of the freeze value.
Result: those that are short will try to move it down...those that are long will try and move it up...those that are just participating in making SE better will bid based on available knowledge at the time.
After one week the players are paid out and the stock remains accessible for archive purposes but is no longer tradable.

Criteria for delisting...
Stock is 1 year old or older Stock has moved less than 5% up or down in the last 6 mos Stock has less than 5 percent of total shares trading in last month.
