At Gamescom, Konami explained that Rising is being developed with a wider audience in mind. With Rising, Konami hopes to bring a few more gamers into the fold.
They're making the game mechanics easier to understand. There will still be a lot of stealth in Rising, but the action is being ramped up for a faster-paced experience. Also, Rising will feature fewer cut scenes than Metal Gear Solid 4.
