"Developers are telling us that they are starting to create their games on PS3 first and take advantage of the hardware capabilities and then port down to other platforms so we are seeing tremendous progress from the third party community in terms of what they are able to do with our development kits."

Since this is kotaku report, I assume that they are talking about Japanese developer ?
AFAIK, most US developer develop on X360, and port to other platform.
Since X360 is "dead" in Japan, and PS3 is last place in US, it is not surprising to see different attitude between Japanese developer and US developer. I have no idea what European developer focus on ? PC ? Wii ? (I noticed a lot of Wii games published at mass market price, instead of the usual game price)[ Oracle ] [ Level 30 ] [ Rank: 14935 ]bids

I'm guessing they're referring to the big examples like Burnout, DMC4, COD4 which afaik found they could avoid the usual "works horrible on ps3" by making it their main target.
