Chris Eden from SCE made mention of PLAYSTATION Store on PSP in his Game Developers Conference session. Currently, players must use a PC in order to download content and transfer it to the PSP. Going forward, PSP fans will be able to download games directly to their systems from within the PSP itself. "Access native PLAYSTATION Store on PSP via wireless hotspot," the slide notes. "Purchase and download content direct to PSP" Launch is currently "TBA." More details are promised for the future.

I would guess the PSP store would be very similar to the PS3s. On the PS3, you don't actually use a web browser but instead you log in to the PSN (Playstation Network)and then you have access to the Playstation Store.
And while there will probably be content that you will get charged for, I would guess there will be a lot of free content just like the PS3. PS1 games and other full games cost money, while demos, trailers, wallpapers, and what not are free.
