Rockstar "not sure" when GTAIV content is comingArstechnica writes: Before Grand Theft Auto IV's release, Microsoft paid $50 million to secure the exclusive rights to a large batch of downloadable content. To this day, no information about that content has been divulged, except for a tentative release date of fall 2008. Even that single piece of information appears to be moot now, as Rockstar has commented that it is "not sure" when the content will go live.

Don't quote me on this but I'm pretty sure they can. I have heard that it is within the realm of possibility. Its funny that Rockstar are acting like this, they ripped off MS for 50 million (imo) because MS probably have a clause in the contract to release this year. I don't know why they would risk that.
Maybe they are waiting for next year, since this year people will undoubtedly spend any money on games rather than the DLC. Also at this point i don't believe that most people care about GTA4 at all. Also the DLC will have to substantial in size, and many people who have 20 GB won't be able to stomach all of it.
