Especially, as for Wii titles, 1st generation games have probably already utilized a significant % of its HW possibilities. For example Mario Galaxy may utilize 50-90% of Wii's ability, only because the HW is very similar to GC which Nintendo has already worked on since before 2001 in development time.
Also, they stated that "things we’ve not even thought of may end up best demonstrating PS3's power" whereas in the past on consoles like PS2 & XB1, the developers knew ahead of time what would demonstrate the power of those systems best, whereas with PS3 the potential is so large that its open to new technical feats not thought of yet.
The usage of as little as 20% of PS3's power by leading developers/publishers is probably a greater difference than leading 1st generation titles on consoles in the past. PS2/XB1 1st generation titles by leading developers/publishers most likely utilized greater numbers in the likelihood of 30-50%.
