If I had to guess, I'd say they chose early on that it was cheaper and easier for them to develop C&C: Red Alert 3 on the PC and then port it over to the 360, which pretty much would've ensured a horrible PS3 port. The game's base is on the PC so they are going to put their efforts their first. Putting an RTS on the consoles still seems like a hobby to EA. They don't treat us as equals and if history is any indicator they won't until someone else makes a boatload first and they buy them up or their competitor.
