Basically the PS3 version is behind at the moment as they still need to optimise for RSX. They expect to hit 60fps across all three platforms.
It's interesting to see Carmack confirm what I've been saying about console hardware all along. Both consoles have different strengths and weaknesses leading performance to be roughly equivalent.
The dream console for most developers would certainly be a combination of CELL and the Xbox 360's GPU. (Not to mention more *usable* memory than is found in the PS3).
he Xbox 360 and PC versions of id's Rage sport higher framerates than the PlayStation 3 version, the latest issue of Edge magazine reveals.
In a ten-page reveal in its latest issue, Edge writes that the Xbox 360 version of Rage - which uses id's new Tech 5 engine - matches the 60fps framerate of the PC version, while PS3 runs at just "20-30fps".

Tim Willits has denied earlier reports that content would be trimmed from all versions of id Software's upcoming Rage due to the Xbox 360's more limited storage capabilities. In a statement issued to Shacknews, Willits said, "There was NO CONTENT removed from RAGE because of the 360--NONE AT ALL."
In response to his discussion of limiting the game to two explorable wastelands, as opposed to more, Willits said the decision was best for all versions of the game and would eliminate loading. "Moving from multiple wastelands into fewer but larger wastelands was a far better decision and is actually giving us more gameplay in the game. We feel the 360 is a great platform and will provide a fantastic Rage experience."
The limitations of the DVD medium and Xbox 360 hardware have not forced id to cut content from all versions of Rage (PC, PS3, 360), the studio has told Shacknews.
Following a report that id had removed "significant content" from all versions of the shooter so the game would fit onto two Xbox 360 DVDs, id Software's Tim Willits denied that the Xbox 360 version required the studio to sacrifice its vision for the game.
@apujanata,The reason it isn't a double post is that id is now discussing how they had to make CONTENT changes not just GRAPHICS changes to accomodate the X360.

In fact, this article is only confirming what Carmack said before, so I don't know whether to consider this article as double post or not. So it seems that Microsoft didn't change their policy at all.
