Ryan Clements on the Podcast Beyond Episode 34 mentioned some secondhand information from an interview with Sony Computer Entertainment engineers in which they explained that the memory model of the PS3 has made it very difficult for them to add the feature of in-game XMB. The implication from some of the comments was that each game would need to be patched to allow access to the XMB.

Memory is certainly the biggest issue when developing for the PS3. The PS3 OS takes up a huge amount of memory compared to the 360, well over twice as much. Even then, for a developer to utilize some of the functionality to tie their game back into PSN, they have to set aside even more on top of that.
The Sony guys are working hard to optimize things as much as possible but I fear there is only so much they can do from where they've started out from.
