Yes, Quaz used the stepping technique to work it out and it's quite a commonly accepted practice on Beyond3D. I've no reason to doubt it.
Most people are far less sensitive to resolution than anyone realises. COD4 runs at a resolution lower than GTA:IV and looks great.
I've seen both versions and they look pretty close. The differences noted in reviews (color pallete, pop in) are minimal and a result of every fanboy with an interest in one side or the other actively looking for something rather than concentrating on playing the game, which is great, I might add :)
