I don't think anyone is suggesting that those games are equal, even if compared by review score.
Every website and print magazine that does gaming reviews will state that the score for particular game is weighted against said game genre. So if FPS gets a 9 it weighted against other FPS games and not for example a MMO.
So in this case The Club and MGS4, comparing them and their score is like comparing apples and oranges.
Another thing -- both reviews have been done by two separate reviewers. So they bound to have different opinion on games. If Tom feels like The Club should be an 8 than that is his opinion. -- plus, I highly doubt that when trying to put a score on the game, he ponders regarding what score did Forza recieved.
However, I agree with you that Eurogamer went against their policy. According to Eurogamer, to have a fair review they give specific genre games to a person who excels at them -- being RTS game reviewed by an RTS fan.
