It sounds like they are consolidating operations, which makes sense in this environment. I don't think Australia is a significantly cheaper development market, so might as well save on communication barriers (different time zones, travel) by consolidating in California. I doubt this will affect the IP such as developing future versions of Pandemic games at all.
