This should probably be at around 12-17DKP, as it has sold 60,830 copies in America so far. It is doubtful that Europe will pick this game up in as big numbers as America does (if you look generally across Tom Clancy game's PAL regions rarely sell more than America (none of the next gen ones have)). America should probably settle around 80,000-110,000 copies, while Europe should be around 40,000-60,000 for a total range of 12-17DKP.

I don't think 30 DKP was a lot starting point. Looking at some PSP sales, they are all very low. 300,000 copies sold for a PSP game is very good. All the PSP stocks on here tend to be grossly overvalued, like Marvel Universe? It took a while for GTA to come down.
It's most likely the reason it became the top gaining stock was because of a low initial DKP value. The submitter generally gets to choose the submitting value, and when people buy it, the value increases. Therefore, I'm guessing the guy probably set it at like 30DKP to begin with.
