How can it not? Maybe beacause it is a very bad game based on a very bad movie released on an obsolete system. Not to mention that it was also released on every other system also. I think there is a general misconception on how well games actually sell, a full two-thirds of all xbox games listed on vgcharts have not broken the 200,000 mark.
BK games would have been interesting but it's a little late now.
I don't know if it matters, but the PS3 version also include the Knights of Nine expansion for free. This is available for the Xbox 360 version, too, but costs like 800 Microsoft Points or something.
I think this may be interesting to list just to see how delayed games for new consoles do. Perhaps there are a lot of people who have waited out the Xbox 360 to get this on PS3.
I think they are voting it down because it has been out too long and is old news. Will it be important on the ps3. Well possibly but by the time the PS3 has significant install base and we are looking at, at least a year for that Oblivion is going to be REALLY old. I think people would rather focus on up and coming games. At least I tend to vote that way.
