"I remember saying three years ago that we wanted to create something revolutionary, but in reality we couldn't really do that because of the CPU. We're using the Cell engine to its limit, actually. Please don't get me wrong, I'm not criticizing the PS3 machine, it's just that we weren't really aware of what the full-spec PS3 offered - we were creating something we couldn't entirely see."

Kojima is know to be notoriously picky and a perfectionist. In addition, this is the last game in the series, which leads me to believe that his expectations and vision were far beyond anything that may be achievable on a system that the development understanding and tools for has not been fully realized/maximized.
Also, it will not hurt his rep as a legendary game designer to make comments to this effect, knowing that when people are blown away by the product that they will be left wondering of the extra stuff that Kojima had to leave out, and how far advanced his thinking is.
