David Jones, creator of iconic titles like Lemmings, GTA and Crackdown, has told GI.biz that the cost of creating high quality original games with strong, new IP has skyrocketed to the point where he'd find it hard to spend less than $50 mln on a title. "Unfortunately these days it does take that amount. Crackdown wasn't that long ago and our development budget was something like $50 mln, and even that to me now, I don't know if I could do anything for much less than that."

IMO, GTA and Crackdown are top ranked in development and marketing cost, so this coment is not really surprising.
The surprising thing is the fact that beside making GTA and Crackdown, DAvid Jones also create Lemmings, a game not known for it's graphical achievement, but with it's quality puzzle like action.
I believe a lot of people envy Brain Age (1) game, and their 10 man development team with 6 month development period, which surely mean very low development cost (of course, it have high license cost, since Nintendo need to pay the university for using their research result).
