@Bobuido, I'm a bit confused by what you mean by "open console." The link refers to some kind of hippy Linux-like "open source" type video game platform. That is not what DVD is. DVD is a technology developed by Toshiba and backed by a consortium of companies for the purpose of making a profit. That is the reason organizations are motivated to spend money on developing products and selling them.
The reason something like this will likely not succeed is because many for-profit companies have tried to introduce new consoles and failed. A non-profit will not be able to raise financing from investors to hire people to develop the product, manufacture the product, and most importantly market the product. Developing and manufacturing the Xbox 360 and PS3 costs billions. That's far beyond the resources of this OGCC group.
Getting things done takes resources. To get anyone to provide you resources, you have to promise them a return on their capital that warrants the risk they take.
