There are a couple things that really don't sit well with me regarding your proposition:
1. Criteria for Delisting:
I think 1 year is too long to wait before nominating some of these stocks. You seriously want us to wait out a whole year for Harry Potter or Madden 07 before we attempt to delist it?
Buzz for games with longer lifespans will keep activity up on them longer than the 1 year lifespan of the sports/movie games so a shorter lifespan would work better.
Your second criter is a decent measure, I think we could definitely keep it, but your 3rd one shouldn't matter, especially with the 2nd criteria in place.
2. Freezing the Trading - Why would we Freeze trading instead of allowing the market forces to adjust the final payout price?
3. You bid system - I completely disagree with any system that excludes the greater community for the top players. This site is supposed to create a community and excluding the vast majority of it is unfair to new players who might have valid insight that should not be discounted.
I see no reason for a bid system to adjust the final price when we could just as easily adjust it by not freezing the price. On top of that if there is as much as a 20% price difference that should be addressed when the game is initially nominated for delisting and people can still buy/sell shares of the stock.
