The UK is the 360's second strongest territory. It just so happens the PS3 is also doing pretty well relative to it's performance in other countries.
It's beaten out the original Xbox by miles over here and the install base (not far off 2m) is still significantly bigger than the PS3. The present difference in weekly sales is negligible. A PS3 price drop will close the gap, but it's not going to result in PS3 dominance for quite some time.
GTA:IV is going to push hardware for both systems. The PS3 isn't getting the DLC either, I really don't know where the speculation comes from. MS didn't pay $50m for nothing.
