A user-friendly site will grow more, and more people in the prediction market will make the site more valuable to the industry. Trying to be valuable to the industy at the expense of fairness to users holding misvalued stocks is putting the cart before the horse.
You want to incentivize buying new, "more useful to the industry" stocks, but if you delist misvalued stocks, then you don't even incentivize getting the stock price right. Again, cart and horse.
Maybe instead of delisting, you need to stop selling new shares, and develop a stock buy-back program. If people are holding a stock at what they think is the correct value, it will end up working just like the delisting. If someone thinks the buy-back value is wrong, they can hold the stock and wait for sales numbers, but no one new can buy the stock.
