It's really not that surprising. Nintendo has shown a lot of reluctance towards having a hard drive on the Wii (even though many owners want one) and having any type of MMO would require one.
Also, they have a lot of paranoia regarding online communications, and rightfully so. When PictoChat came out on the DS, a news station did a report claiming that pedophiles could use it to lure children (anyone who has used the limited service knows that's beyond impossible). Nintendo knows that they're a big target for media outlets, so they have to be very careful about what they do...even though it hurts gamers.
