"One of the key ingredients for making open-world games great is choice. It’s almost a truism, though it only makes sense that if you present the gamer with New York City as an environment, they will want as much freedom to operate in that city as they would in real life. We don’t like punishing players for their choices, there is no wrong choice in good game design since it’s our task to make every game session enjoyable regardless of paths taken."
